I feel as though Storm Owl's backstory would have had something to do with Storm Eagle. Like maybe he was built based on Storm Eagle's reploid schematics but updated or they were brothers or something like that (considering they both have the word "Storm" in their names and usually the same word or element name is never used for more than one boss in the mega man franchise.)
